You must have been made an op by another op. If you are an op then your name should be registered, make sure you put your password in the box when you are about to log into chat, this should automatically op you. If you want to op yourself later:
1) Make sure you identify with your password: /msg nickserv identify password
2) Type: !op

OR

Type: /chanserv OP
Your op privileges should now be turned on. If you still cant seem to op yourself, try the following:

2) Identify with your password.
3) Re-join the Council room: /join #council
If that doesn't fix it, contact Rivka or one of the other ops, and they'll see what's up.

If you want to deop yourself type /chanserv deop
